About the Health Technology Access Foundation

The Health Technology Access Foundation (HTAF) was created by health IT and cybersecurity experts to address an increasing void in the healthcare delivery landscape. The expanding digital divide experienced by small to medium-sized healthcare organizations and safety net service providers create limited access to the qualified resources necessary to support implementation and optimization of health information technology applications that support efficient and effective high-quality care delivery.

The HTAF is committed to leveraging resources to build and strengthen our partner’s internal capacity and outreach to find opportunities to collaborate with both covered entities and business associates.

Our Team

Robert Zimmerman
Founder

I've been involved in health and human services technology for over 25 years. The trend was always to integrate systems, make processes easier, and ensure better client and patient support. Unfortunately, many policies that were enacted as part of the Affordable Care Act in the name of improved healthcare drove technology complexity. Our goal is to provide technology and security solutions that small and medium-sized organizations supporting the underserved can easily and cost-effectively implement.

Carol Loftur-Than
Executive Director

Having run and rescued nonprofits for 20 years, I’ve seen firsthand how healthcare providers are stretched thin in serving vulnerable children and families. I’ve also become passionate about economic empowerment, especially for women. HTAF builds the safety net’s capacity through training, education, and cost-effective IT solutions that protect patient records, bring down costs and get more women and minorities into STEM careers. I’m committed to developing partnerships that make sure those most vulnerable can access quality healthcare and to save lives every day.

I am both a family nurse practitioner and a Health IT and Clinical Quality consultant providing consultation and training to health care organizations serving the underserved in areas of practice transformation and systems change, Health IT implementation and optimization, and HIPAA security and privacy risk analysis and management strategies. I’m committed to reducing the technology and health disparities that exist in healthcare today.
